Looking for a good architect

I am looking for a good architect for my girlfriend to help her with getting a change of use permit for her tutoring centre. We are trying to get a conditional C2 zone building permit and according to Vancouver City Hall we will need a site plan and a floor plan (and a few other things I won't bother listing).

We are also looking for some quick advice prior to signing a long term lease for this location we are looking at. The last thing we want is to sign a lease and have to do several major upgrades that can financially kill this project

To recap, the city classifies a tutoring centre as a "school for arts and self improvement" so in order to use a C2 zoned building for a tutoring centre, we will need to apply for a permit with the correct documentation from an architect

Anyone have any advise on the situation? Has anyone ever tried this with City Hall?
