They'll def eat snails!! Even if the snails are huge, like apple snails! Mine kept picking at mine so I had to remove the snails. & I'm quite sure they'll go after the guppies, I couldn't keep mine in a community tank ever.
Any fish with long, flowing fins will be too tempting to pass up. If you had wild type guppies or endlers, I'd say go for it. Use a minimum twenty gallon aquarium with lots - lots! - of plants and hiding areas, and keep stocking light. Over crowding brings out the inner oger in the most well behaved pea puffer.
Some individuals will target the fry, too.
In your situation, maybe try assasin snails.

I have two in a twenty long and two catfish (that are about three times the size)and one loach and the little buggers take turns picking on the one catfish that likes to hang out on the glass in the algae (they are really aggressive)
aggression with pea puffers is really individual. some are perfect community tank residents, others are like that cousin you can't get rid of. to be safe, I suggest you avoid them with any slow moving or elaborately finned fish.
