tiger barbs are notorious fin nippers, so they might, and probably will, pick at the angels' fins and trailers.
Dwarf cichlids = more personality per inch than just about any other fish (maybe even animal) that you'll ever have as a pet
in my experience the tigers have proven to be very bad fin nippers.... but that is only when there are a few together. If you keep a larger group like 8-10 they will actually chase eachother around much like zebra danios and leave everyone else alone.
I have had a large group of tiger barbs with 5 angels in a 46 gallon tank with no issues. I think it's best if you get them all as younger fish and allow them to grow together. If the angels are added after the barbs then you will almost definitely run into fin nipping issues
I read somewhere and have since tried it myself that if you have 5 or more Tiger Barbs, they will school and will not nip. I have a 20 gallon tank and I have had success keeping my barbs with 2 Angel fish living peacefully together. I also have three Odessa barbs which I adore.
I put them in my community tank and they have been really good.
I think it depends a lot on the variety of angelfish you have as well. If you have ones with a normal finnage it should work out. However, if your angels are the veiltail or longfin types, then I doubt any amount of tiger barbs would prevent fin nipping.
