Just ask questions here and you'll be fine. as said several sponsors here ship, but keep an eye out for plant classifieds. It never hurts to ask if they are willing to ship to oliver. Even posting a LF add in the classifieds might get you a few bites.
As for all the confusing high tech gadgets, Capped soil tanks are making a come back recently, and they pretty much are dirt topped with expensive aquarium dirt (ada/florabase equivs). There are plenty of plant species that do well without co2, its just a matter of figuring out which will fit your vision of a tank.
