Please check your water parameters, this is essential for the upcoming month.
You are more than welcome to bring me a water sample if you are unable to test it yourself. You have mentioned your filter is shutdown but your pump is still running. Please make sure you pump is not too strong and disturbing the bottom pond water. Mixing surface water with the bottom pond water can freeze your koi, I see and hear about this too often! Koi fish go into a state called Torpor. Unlike hibernation, torpor allows the fish to understand its surroundings and still be able to react to threats. Smaller fish have weaker immune systems during these cold winter months, however, your fish sounds like it may have a buoyancy problem or just a difficult time adapting to the cold water. Please described specifically his swimming patterns to help determining his exact problem.
