I hope whoever buys it has a large, heated swimming pool to dedicate to it when it becomes an adult.
Here's a Youtube clip from Monster fish . That is definitely another species should be on the list along with Red Tail catfish, Pacu and pirarucu (Arapaima) that should never be brought into pet stores.

I agree with davefrombc, these fish should only be imported under special order circumstances. And at 4" I'm willing to bet its not true Hydrocynus goliath. With pictures I'm sure one of our experts could determine.t
