Make a wooden frame add insulation on the inside. Apply the liner. Get a pond heater. Probably make a bog filter best bet!

It's one thing to just keep the pond from freezing in winter.
Keeping it reliably tropical over winter? Cost of electricity, blown fuses... I'd consider trying for 2-3 months over summer, but would personally want the equivalent sized tanks for once late September rolls in... just my opinion. Anything is possible.

Build a greenhouse above it as cover and insulate with bubble wrap. It will last all year. The wooden frame will need to be heavily insulated. Same with the cover. Snow acts as insulation within winter as well

Snow acts as insulation for tropical fish? Trees and shrubs yes. As mentioned one blown fuse is the end of the road for fish. Definitely make sure your power source can handle dips.

Electricity outage is the risk the fish might need to encounter.Only Koi and goldfish can survive the winter if the water surface is not frozen.
