Well, did a bit more digging, apparently a product specialist from GE replied to an inquiry from a member of another discussion board and said:
"Both the Silicone I and the Silicone II contain mold and mildew inhibitor's. Silicone II does have more so, with the specific Kitchen and Bath products having the most."

From what I understand the primary difference between GE 1 and 2 is the curing agent (acetic acid vs ammonia)
That being said, seems like the general consensus is that GE1 has been safe to use. Did they reformulate or just "enhanced" their marketing? That's anyone's guess.
