I too believe this is an axalotl... they're basically a salamander species whose larvae never metamorphose into their terrestrial walking relatives. They reach sexual maturity without undergoing metamorphosis so they still have those gills and tadpole fleshy tail with mostly underdeveloped limbs.

There are actually rare cases that they undergo metamorphosis.
